Minutes to PS 130M General Meeting

June 3, 2022

 

Attendance: Mr. Renny Fong, Kaitlin Fuchs, Lisa Wong, Yvonne Moy, Gloria Tsang, Yanna Xu, Amy Hu, Sally Chu, Kelly McGuire, Jennie Yin, Rob Ng, Joseph Li, Alice Chen, and 11 other participants (see sign in sheet, in person)

1.      Principal Remarks

a.     Mr. R. Fong - Welcomes everyone and introduces Superintendent, Kelly McGuire. He started teaching in Oakland. Together was a principal like me. He is at every event like MOMA and AAPI. Fundraisers and galas – Mr. McGuire is there.  Thank you for being here. Superintendents have to reapply. On July 1st, hopefully he can get the position.

 

2.      Kelly McGuire Remarks

a.     Thank you everybody. This is the last PA meeting of the year. I plan to go to all PA meetings next year. There will be two assistants. There are some structures where families can share ideas. Small meetings like this is good. To connect and get input and feedbacks. Before the meeting started, we were discussing how we can get more men in elementary schools. An important issue. I want to connect with Renny about the summer program. I am a non-voting member. I will hang for a bit and take off.

 

3.      Principal remarks continues

a.     I am transparent like to my wife. I tell Kelly everything I can with school issues. Recent issue that came up with Ms. Bradford. We had to move things around because she was given an offer. An agreement that we made since Ms. Woo was here. Situation like this I ask superintendent, Kelly if it’s ok. Thank you Kelly for that. Rumor that she’s getting paid and do that. She takes days without paid. Was asked to clarify. I am not the best at communication but when I am tired I am worst. Be self-aware.

b.     This weekend my in laws are in town. I asked if I can go on retreat? I will go to MA to a yoga retreat.  I will share what I’ve learned on Monday’s zoom with everyone. 

c.     May have been a whirlwind of events like Mother’s Day, book fair, benefits banquet.  PA is exhausted. Thank you PA for your support. 

4.      PA updates by President, Kaitlin Fuchs

a.     Completes role call. Today will be a lengthy meeting with elections. Today we are going to complete an election for the PA, School Leadership Team and Title 1 PAC chairperson and alternate. We’ll also vote in the fundraisers for the 2022-23 school year and the budget for the PA. We’re going to get the voting and elections done before we review the end of year events as this is often time consuming. As I will no longer be acting co-president following this term, I will complete this election following the guidelines set forth by A-660.

b.     The following positions are open for 2022-23 school year: President or Co-Presidents (up to 2 positions), Treasurer or Co-Treasurers (up to 2 positions) and Secretary or Co-Secretaries (up to 2 positions). There are 6 SLT positions. 1 goes to PA president. You run as co positions. Can run by yourself or as a co.

 

Here are some rules to take note of:

i.                     Nominations for all positions will be taken from the floor during the meeting and the election will directly follow the close the nominations. 

ii.                   The only qualification for each of the offices is that the candidate be a parent of a child at PS130M.

iii.                  The term of office shall be from July 1st through June 30th. Term limits for each officer position for the PA shall be three consecutive one year terms. A parent may be elected to serve a fourth term in the same office provided no other parent is nominated and willing to serve.

c.     If you are thinking about joining the PA board and what type of work is involved. You should be able to

i.                     Be able to work collaboratively as a team with a range of parents and guardians.

ii.                   Be willing to fundraise. Even if it makes you feel uncomfortable

iii.                  Work with the goal of fostering PS130’s administrative team’s vision for the school.

iv.                Approximately 10-15 hours of volunteer work per week. This can be much more during our holiday, peak fundraising seasons and May.

v.                  Be willing to learn A0660 guidelines and ensure compliance.

vi.                I can’t fund raise by venmo. I follow by the guidelines so we don’t get in trouble.

d.     You can nominate someone. I will begin by taking nominations for the co-president’s positions. Please raise your hand if you wish to self-nominate as either president or co-president with another person.

Amy Hu: I nominate Karen Ma.

Yanna: I nominate Joseph Li.

Kaitlin: I recognize Joseph Li and Karen Ma have been nominated as co-presidents.  I am closing the nominations for co-presidents. Do you want to run as co-presidents?

Joseph & Karen: yes.

Kaitlin: Do you wish to speak? No they do not wish to speak.

e.     Kaitlin: I will now take nominations for the co-treasurer positions. Please raise your hand if you wish to self-nominate as treasurer or co-treasurers with another person.

Joseph: I nominate Alice Chen.

Amy: I nominate Gloria Tsang.

Kaitlin: I recognize Gloria Tsang and Alice Chen have been nominated as co-treasurers. I am closing nominations for the treasurer positon. Are you ok to run as co-treasury?

Gloria Tsang and Alice Chen: yes.

Kaitlin: do you wish to speak?

Gloria and Alice: no.

f.     Kaitlin: I will now take nominations for the co-secretary positions. Please raise your hand if you wish to self-nominate as secretary or co-secretaries with another person.

Gloria: I nominate Amy Hu.

Kaitlin: Does anyone wish to run with Amy? Anybody else want to run. No? I close the nominations for the secretary position. Do you wish to speak?

Amy: No.

g.     Amy Hu: Chancellor’s regulations A-660 allow the recording secretary to cast a single vote on behalf of the parents in an uncontested election. I will be announcing my vote on behalf of each of these nominees.

I am costing a single vote for Joseph Li and Karen Ma as Co-President. I am casting a single vote for Gloria Tsang and Alice Chen as Co-Treasurer. I am casting a single for Amy Hu as secretary.

h.     Kaitlin: The PA elections are closed for the 2022-2023 school year. We will now complete the SLT elections. There are 6 positions available on the SLT. By Chancellor’s regulations one Co-President will serve as a core member of the SLT. So only 5 positons. One of the incoming co-presidents will serve this role. Are there any other parents who are interested in self-nominating for a position on SLT? Jennie Yin raises hand. Joseph Li will serve as president. Alice Chen and Karen Ma raises hand. Two remaining seats will cast in the fall.

Amy Hu: Please note I am casing a single vote for Jennie Yin, Joseph Li, Alice Chen, and Karen Ma to serve on the SLT.

Kaitlin: The election for the SLT is now closed and Mr. Fong will now certify the elections. Mr. Fong will take a few minutes to discuss the Title 1 PAC and elections. 

5.      Mr. Fong comments on Title 1 PAC.

a.     Intro Title 1 PAC stands for Parent Advisory Council. In September, we talked about Title1 gives us hundreds of thousands of benefits and funds to school. We are Title 1 School. There are two types – targeted assistant program and school wide program; we are school wide program. When we spend budget on staff and materials, it’s for every student. For example, every pre-k and K gets Cool Culture. Because of school wide Title 1 PAC. Target assistant will need to fight for in our school, it is an inclusive position. 

6.      Kaitlin nomination for Title 1 PAC Chairperson

a.     Is there anyone who would like to self-nominate for the Title 1 PAC Chairperson. This person must also be a member of the SLT. Please raise your hand.

b.     Jennie Yin raises hand.

c.     I recognize Jennie Yin has self-nominated as the Title 1 PAC Chairperson. I am closing the nomination for this position and certify that Jennie Yin has won the position.

7.      Thank you everyone. We need to complete two more tasks. First, we must approve the fundraisers for the 2022-23 school year. Please see the list of fundraisers the board has created. (Shares screen) Examples of fundraisers: candy sale, bake sale, photos, spirit clothing, scholastic book fair, gala, holiday show fundraiser, annual ask, mother’s day sale, afterschool snack sale, handmade bead sale, school dances.

8.      Are there any questions about the list? I move that we approve the fundraisers listed for 2022-23 school year. Will anyone second this motion?

9.      Board member: I second this motion. 

10.  It is moved and seconded that we approve the fundraisers listed. We will now take votes in favor, against or abstaining from this motion. Those in favor please raise your hand. 7 in favor. Those against please raise your hand. 0 against. Those abstain please raise your hand. 1 abstain. The motion is adopted.  Please note, we reduced our anticipated donations in annual giving. I move that we approve the proposed budget for the PA for the 2022-2 school year. Will anyone second my motion?

11. Board member: I second this motion.

12.  It is moved and seconded that we approve the proposed budget for the PA for the 2022-23 school year. We will now take votes in favor, against or abstaining from this motion. Those who are in favor please raise your hand. 10 in favor. Those against please raise your hand. 0 against. Those abstain please raise your hand. 0 abstain. The motion is adopted.

13. We will look at the proposed amended by-laws for our PA. A copy of by-laws is in the PA room. During the pandemic, the DOE was forced to amend A-660, the guidelines that govern all PA’s to allow PA’s to operate effectively in the event of a shutdown and also bring financial transactions into more modern times. We were not allowed in the school and vendors can’t get paid. I will present our by-laws and focus on the updates provided by the DOE which are highlighted. This by-laws draft has been approved by our D2 family Leadership Contact and FACE (Family and Community Empowerment Team). 

a.     Ok to have hybrid meetings. Can’t have hybrid elections. All online or all in person. We are having an all in person today. Notices that goes out will need to indicate what type of elections in person or online? Meetings shall be translated. 

b.     Rules how you can campaign. Not currently relevant to PS130. Some other schools make Facebook pages.

c.     We have log on info on Zoom. Kaitlin will let Karen and Joe know. Will survey in Fall how meeting is held. At least one board member be present at hybrid meeting.

d.     Checking account can’t use credit card. No debit account. Have to be signed by two people. Have to keep record on file. Can’t use withdrawal slips and credit cards.

 Any question on A-660? A-660 governs us. We aren’t allowed to do any
 online transaction pre pandemic. For the final motion today, I move that we  approve the amended PA By-laws for PS 130M PA.

Board member: I second the motion.

Kaitlin: It is moved and seconded that we approve the amended PA By-laws for PS 130M PA. We will now take votes in favor, against, or abstaining from this motion. Those who are in favor please raise your hand. 12 in favor. Those against please raise your hand. 0 against. Those abstain please raise your hand. 1 abstain. It is approved and I will sign it and put in the PA room. 

14.  For the final two tasks, we need to approve the May minutes and May Treasury Report. This will also be put on the PA blog. Please allow me to present each on screen, answer any questions and confirm approval for our minutes. Any questions on minutes? None. It is approved and put on record. d.     Wednesday, June 15: bake sale. Last bake sale.

e.     Wednesday, June 15: YPC & Voices of 130 fundraising performance 6:30pm in person

f.        Monday, June 20: Juneteenth- no school

g.     Tuesday, June 21: Pre-k graduation ceremony in person & live streamed

h.      Wednesday, June 22: Kindergarten graduation ceremony in person and live streamed.

i.         Thursday, June 23: 5th grade graduation ceremony in person & live streamed

j.         Monday, June 27: Last day of school full day

16.      It’s been 2 years since we had benefit. Our annual benefit was held on 5/20 and it was a great time. Thanks all for attending the banquet. $86,168 was bought in fundraiser at benefit with $22,122 expenses. All kids performing and all corporations donating.  There is still time to donate.

Graduation will have tickets. Bring vax card.
